That most likely reflects the District’s assumptions about how long it will take for some people to return to work at their traditional offices, said Yesim Taylor, executive director at the D.C. Policy Center. The time employees are physically spending at their offices in Greater Washington is down 50%, according to the center’s research. The office occupancy rate is under 24% regionwide — and in the downtown core that occupancy is more like 5%, she said.
